June 26, 1843, son of William Wallace Payne and Betsey Sears, of the Eastern branch of Paynes'. He was on a Committee of Ways and Means, House of Representatives, Washington, D.C. Family resides in Auburn, N.Y., excepting during the sessions of U.S. Congress. For over 26 years, they lived in Washington, D.C. Congressman Payne died suddenly in the latter part of 1914, at Washington. He was well known for his ability in framing tarrifs. (Records by Mrs. Payne)
